Peter Dicks, the former CEO of Sporting Bet, a leading online casinos sports betting company, has been cleared to return home to the UK after New York Governor George Pataki once again refused to sign an extradition order from Louisiana State. Dicks was arrested on September 6th, 2006, at New York John F. Kennedy International Airport at the request of Louisiana authorities. This occurrence is in violation of Louisiana law. However, New York's extradition statute requires an additional showing that one or more of the criminal acts allegedly committed by Mr. Dicks occurred in New York or a third state. According to the Governor’s attorneys, this strict legal requirement has not been met.
‘The Governor’s counsels have carefully reviewed Louisiana’s request to extradite Mr. Dicks and have determined that New York law does not permit extradition under the particular facts and circumstances of this case,’ said Jessica Scaperotti, press secretary for New York State's Criminal Justice Department. The matter does, however, highlight the necessity of ensuring that New York’s 1930s-era extradition laws are updated to keep up with the Internet, online casinos, and other new technologies. Because online casinos have become so popular in the US and all over the world, politicians will have to take this into consideration when laying out guidelines for new laws.
Governor Pataki requested the New York State Law Revision Commission to develop recommendations to modernize New York’s extradition laws. By doing this he hopes to ensure they fairly reflect the modern high-tech world. Since online casinos will only continue to grow in popularity, government officials and politicians in the US and abroad will have to learn how to incorporate this fact into the future laws they make regarding online casinos and Internet gambling.
